DESCRIPTION:HB 191 amends Delaware's nursing\, medical practice and physici
 an assistant statutes so that a nonhuman entity\, including an agent power
 ed by artificial intelligence\, may not be licensed as a professional nurs
 e\, advanced practice registered nurse or practical nurse\, may not be cer
 tified to practice medicine\, and may not be licensed as a physician assis
 tant in the state. Such entities also may not use the protected titles and
  abbreviations of those professions\, including doctor\, physician\, surge
 on\, MD\, DO\, RN\, APRN\, LPN and PA. Gov. Matt Meyer signed the act Apri

DESCRIPTION:The Delaware Pre-Authorization Reform Act of 2025 sets uniform 
 standards for pre-authorization by insurers\, health benefit plans\, healt
 h service corporations and utilization review entities. For a clean reques
 t submitted by a physician\, any adverse determination must be made by a p
 hysician licensed in a U.S. jurisdiction with training or experience in th
 e same or similar specialty\, whose compensation does not depend on the ou
 tcome\; appeals go to a different qualified physician. The act also sets r
 eview deadlines\, limits authorizations to one per episode of care and req
 uires electronic portals by Jan. 1\, 2027. It applies to policies issued o
