DESCRIPTION:The 2026 commerce policy omnibus amends Minn. Stat. 62M.09\, su
 bd. 3\, to prohibit a utilization review organization from using an algori
 thm or artificial intelligence alone\, without the clinician review the se
 ction requires\, when making an adverse determination. Under the existing 
 subdivision a Minnesota-licensed physician in the same or a similar specia
 lty must review and make any adverse determination made for clinical reaso
 ns. The House repassed the conference report 121-13 on May 16\, 2026\, the
  Senate 49-15 on May 17\, and Gov. Tim Walz signed it May 27\, 2026. The s
 ection takes effect Jan. 1\, 2027\, for health plans offered\, sold\, issu
