DESCRIPTION:Act 101 states legislative intent to protect human rights\, pro
 mote equity\, create transparency and guarantee accountability in health c
 are and human services through the ethical and responsible use of artifici
 al intelligence\, and to prevent harm from its use. It recognizes individu
 al neurological rights\, including mental and neural data privacy\, freedo
 m of thought\, nondiscrimination in neurotechnology\, and protection from 
 unauthorized access to or alteration of mental functions. It revises the A
 rtificial Intelligence Advisory Council\, extends it to June 30\, 2030\, a
 nd directs a report by Jan. 15\, 2027 with recommendations on neurological
  protections and on regulating AI in health insurance utilization review.

 lth data\, bars health-data geofences within 1\,850 feet of any health car
 e facility\, and requires privacy notices to say whether personal data are
