Delaware's plan funds "AI Scribes: HIPAA-compliant tools that reduce documentation burden" and remote patient monitoring "devices and services not covered by insurance" for rural providers and FQHCs, and says "All mobile health units will connect to the patient electronic medical record (EMR) and link with the DHIN," which the plan says oversees "a leading health information exchange." Its Catalyst Fund for Telehealth and Remote Monitoring says "Funded products may include AI-enabled sensors for wound and infection risk detection, conversational AI for wellness monitoring and social connection."

DHSS lists 15 projects with Year 1 budgets, many to be awarded competitively, and says "Funds are considered 'awarded' once the budget is approved by Centers for Medicare & Medicaid Services (CMS)" and "a signed agreement is in place." The state has not posted a list of subawards. CMS said on Sept. 24, 2026 that "nearly $23 million" is going to Delaware's three federally qualified health centers for electronic medical record upgrades, remote patient monitoring, cybersecurity and mobile care. The Catalyst Fund partnership expects to select an operator on Oct. 26, 2026. Inquiries go to [email protected].
