Where the plan names technology
New York's plan summary includes Investments in Technology Innovation and Cybersecurity Enhancements to "expand access to care through telehealth, improve patient outcomes through eConsult partnerships," "increase usable alerts in rural counties, and strengthen cybersecurity of rural facilities"; the state's application narrative says "NY will support systems with a cloud-native, AI-enabled, modular platform that generates actionable intelligence" and, for primary care practices, plans "vendor-neutral AI and technical assistance to train PCMH practices to automate PCMH administration." The Rural Community Health Integration guidance allows training on "remote monitoring, robotics, artificial intelligence, and other advanced technologies" and does not fund replacement EMR systems where a HITECH-certified EMR was in place as of Sept. 1, 2025.

The Governor's Office lists first-year budgets of $30 million for Technology-Enhanced Primary Care, $13 million for the Rural Roots workforce initiative and $79.5 million for Technology Innovation and Cybersecurity Resilience, which "strengthens cybersecurity and expands the use of innovative technologies in rural healthcare facilities"; no funding round for those initiatives was found. An Aug. 17 Department of Health webinar on the cybersecurity initiative, which is starting with rural hospitals, asked facilities to complete a Cybersecurity Resilience Interest Form by Aug. 31. A June 23 presentation says funding to carry out activities identified in the first budget period may be available in years 2 to 5.
